Meeting Minutes

January 16, 2003

Jacksonville

 

·                     Meeting called to order by Michelle Kenly at 1109.

·                     Previous minutes accepted by Debbie Irwin and seconded by Jim Howard.

·                     Treasury Report by Nancy Hunter:

A PayPal account has been established. David Summers is to report on the changes required on the website to support an on-line method of payment. A report will be forwarded, to the membership, via e-mail.

 

·                     Membership by Nancy Hunter:

January memberships are due. Reminders have been sent to appropriate members.

 

Membership reward: Due to the increase in support, we are able to offer one (1) free registration to the AMTC 2003. In order to continue our growth, we will choose a winner based on the number of memberships a current member solicits. New member applications should include the sponsoring member's name. The winner will be named at the July 2003 meeting in Orlando.  A motion on this matter was made by John Scott and seconded by Karen Chamberlain.

 

OLD BUSINESS

 

·                     Pins by Michelle Kenly:

 

It was reported that we can  have 150 pins made for $200 or 300 pins for $300. A motion was made to increase the allotment of funds from $250.00 to $300.00. The motion was made by Karen Chamberlain and seconded by Kim Hanson.

 

·                     AMRM Course by Nancy Hunter:

 

We are still waiting for the CD ROM in order to evaluate our needs to teach this course. Maria Fernandez attended the course at AMTC and stated it was a train the trainer format. We will continue looking into developing this Train the Trainer course so that all programs can benefit.

A motion was made to support the coalition for EMD regarding a new law which helps protect dispatchers who are using approved EMD programs. The motion was made by Kim Hanson and seconded by Nerina Stepanovsky

 

*      Transport Nurse’s Day: A letter was sent to Gov. Bush proclaiming February 18th Transport Nurse’s Day.

·                     State Report from Susan McDevitt:

Future meetings will require a written request for attendance. The request may be submitted to Chuck Bement.

 

New EMS Inspector:    Scott McDermott from Polk County

 

Trauma System Plan Implementation: This committee has been holding meetings since July 2002. They are happy to report the following accomplishments:

·                     Approval of Interfacility Transfer Criteria, which received full support from the FHA

·                     Rule revisions for trauma transport protocols and trauma agencies

·                     Presented a 7 year evaluation for trauma center quality clinical indicators at the Program Managers’ meeting.

 

Inspections: The integration of the Brain/Spinal/Trauma inspections has created a $3 million dollar savings in the last 2 years.

 

Trauma Registry: Continues to have 100% compliance with submission of electronic data.

The HRSA (Health Resources and Services Administration) grant ($100,000) has been issued for a 3year study to look at trauma triage issues (over-triage).

 

Ventilator Dependent  Patient Project Update: The intended outcome is to ensure timely anf coordinated transfer of ventilator dependent patients from state-approved trauma centers to skilled nursing facilities which are located in the following strategic geographical locations: Pensacola, Jacksonville, Orlando, Tampa, and Miami. The goal is to provide training, to SNF staff, in the long-term care of these patients in an effort to decrease the number of patients being re-admitted to trauma centers.

 

Brain/Spinal Cord Injury Program:

 

          Statistics:    *Over 20,000 brain injuries/year in Florida

                             *Approx 16,000 considered “mild” and are D/C’d

*An estimated 3,200 of those discharged may have serious problems that may require returning.

BSCIP has partnered with EMS/Trauma and Compliance in drafting a HRSA grant for $500,000 over a 5year period to enhance nursing education in identifying mild head injuries.

 

Rule Development Workshops: To discuss the definition of “Lead Crewmember”.

          February 10,2003           Tallahassee

          February 13,2003           Tampa

 

Florida Committee on Trauma:  Will meet on February 12, 2003 to discuss:

       Florida’s preparedness with regards to mass suicide bombings

          Set-up a comprehensive disaster plan

          Identify key facilities (i.e. Burn Centers) and key personnel

 

 

·                     EMS Advisory Council reported by John Scott:

 

The new committees began meeting on Jan 15, 2003.

 

          Education Committee by Karen Chamberlain:

                   They will be focusing on scopes of practice and education requirements.

          Injury Prevention/Public Relations Committee by Amy Paratora:

They will be looking at prevention programs, impact on the public and legislation regarding helmet and seatbelt laws (Florida becoming a primary seatbelt state).

 

·                     AAMS Report reported by Johnny Delgado:

 

MTLI (Medical transport Leadership Institute) is at the end of April 2003. Check AAMS website for info.

 

Government Affairs Conference (March 9-12, 2003)

          FAA Part 135 re-write

                   Pilot duty times

                   Heliport design issue

                   How will this effect Part 91 and aircraft equipment?

 

Air Medical Transport Congress: (1st week in September, 2003)

          Coordinated by Frank Thomas, Salt Lake City

          Discuss the future and direction of the industry

          Website based survey will go out in 2-3 months.

There was a class held on January 17-19 in St. Petersburg. Please check the ASTNA website for future classes.

 

*      DOT Curriculum:

A subcommittee was formed, chaired by John Scott.  After a conference call on Oct 30th, these four major objectives were identified:

          Minimum criteria for the course

          Minimum number of hours to conduct the course

          Minimum instructor requirements

          Enforcement (regulatory) process

·                     Open Discussion

 

Bart Bartkowiak (FireStar) reported on a “Survivor” interagency event to promote education and friendly competition. This event will take place on Feb 22, 2003. It is his goal to make this a state-wide annual event and develop it into a pre-conference event for AMTC. Contact Bart for more information at bart.bartkowiak@ocfl.net.
