·                     AAMS Update/President’s Report: 

The Air Crew Curriculum course will be available at AMTC in Reno.

 

New Board structure: 6 regions instead of 10. Kevin Hutton (Golden Hour Data Systems) was voted in as a Board Member-at-Large.

 

Part 135 re-write is in progress.

 

EMTALA will begin going after physicians who are non-compliant.

 

FAA Command Center is operational in VA. To avoid another airspace shutdown, secure transponder codes have been sent to the State EOC.

 

Kevin Hutton reported on the Air Medical Congress that took place in September. Reports on the finance, regulatory, safety, and clinical issues will be published.

                                 

·                     FL Medicaid Reimbursement:

·                     State Update given by Susan McDevitt:

Federal Access to Care Laws: No longer requires 24/7 specialist coverage in certain areas. Florida still requires 24/7.

 

Trauma Centers:   3 letters of intent have been submitted by Lawnwood (Level 1), Martin Memorial (Level 2), and Shands (Level 1). Dr. Lottenburg will be heading up the trauma program at Shands. This is an 18-22 month process.

Grants (Multi Casualty):

                Trauma/Burn Center Preparedness Grant: Currently down to 60 beds

1st year: $1.3 million for Education/ $131,000 for supplies and equipment for hospitals

2nd year: Will look at increasing beds to 800

Triage Criteria

1st year: $45,000 to evaluate adult and pediatric trauma alert criteria

2nd year:$45,000 will look at Hillsborough and Orlando specifically

Trauma Annual Report will be available in Nov 2003. 21 objectives measured with 100% compliance.

 

1st Trauma Registry Report will be available in Dec 2003.

 

Rule workshop in Feb 2004 for Neurosurgical coverage.

 

·                     EMS Advisory Council reported by John Scott:

The EMS Advisory Council will be voting in a new Chair for the next 2 years.

 

Inspection Committee: Will be increasing the standards of inspections from a “follow the list” to a process improvement method.

 

Data Collection Committee: Per Kathy Kook, the is committee is currently on hold

 

·                     Group Reports:

 

FL Chapter: ASTNA – see website for minutes

Neo/Pedi Transport Assoc – see website for minutes

FFCA – There is still not 100% agreement with regards to language for the Air Worthiness Certificates. Work in progress. Also, a motion was made by John Scott and seconded by Jim Howard for FAMA to become a member of FFCA.

 

·                     Miscellaneous:

 

Dr. Shatz from Miami-Dade discussed the re-write for 64E. There will be a limitation of tables (equipment checklists) and more emphasis placed on quality outcome. Also, the requirement for initial Air Worthiness certificates will commence on January 1, 2004.

 

Randy Pierce reported that the State’s EMS Communication Plan is completed. It includes a change from the current 25mhz system to a 12.5mhz system. The replacement costs are estimated at $1.2 million. By Dec 2004, it is expected that EMS radios will be re-programmed or replaced. Once this is done, aircraft will not have the ability to communicate on EMS frequencies (narrowband). No wideband licenses will be issued, in the US, after September 30, 2003. Once again, 155.340 (Air Secondary) is a required frequency.

Michele Kenly revisited the discussion on developing a statewide CISM team (as per Karen Chamberlain in the FL ASTNA meeting). Diane Foyt offered sponsorship for the training. A motion was made by Jim Howard and seconded by John Scott to have the FAMA President appoint a committee to explore a State CISM program.

The position of Secretary/Treasurer will be vacated in July 2004. Please start thinking about nominees for this position.
